OVERVIEW:

*This position has a flexible length of 9 to 12 months.

World University Service of Canada (WUSC) and Canadian Executive Services Organization (CESO) have formed a consortium led by CESO for the design and implementation of the Mongolia: Enhancing Resource management through Institutional Transformation (MERIT) initiative. MERIT is a multi-year (2016-2022) initiative that will enhance the public sector management of the Mongolian extractive sector to maximize its contribution to sustainable development. MERIT is working closely with several key partners to enhance public sector management of the extractive sector in order to maximize its contribution to sustainable economic and social development through responsible resource management.

PARTNERS DESCRIPTION:

The Human Resources Advisor will support both the Ministry of Mining and Heavy Industry and the Ministry of Environment and Tourism of Mongolia.

The Ministry of Mining and Heavy Industry (MMHI) of Mongolia is a government agency responsible for developing policy and regulations in the mining sector, formulating long- and mid-term strategies, providing policy guidelines, developing economic and investment policies. It also provides leadership for public administration and human resource management, legal advice and support to development of international cooperation within the sector. MMHI coordinates the process of implementing government legislation, policies, programs and projects; evaluating and monitoring the implementation of legislation; and undertaking financial auditing for budget expenditures and investment. MMHI currently has 83 employees, over 30% of them women, organized after a major restructuring into 7 departments. Several senior employees, including all Department Directors, are recent appointees.

The Ministry of Environment and Tourism (MET) is responsible for establishing Mongolian environmental laws and regulations to promote environmental balance and sustainable use of natural resources by encouraging cooperation to ensure a healthy and safe environment. It is the government ministry primarily responsible for Mongolia’s environmental protection activities and remains responsible for green development. MET’s mission is to ensure a balanced environmental approach, the sustainable use of natural resources, further help develop tourism and promote green growth through cooperative efforts. Since the national elections in June 2016, approximately 60% of the staff at MET have changed.

ROLES AND RESPONSIBILITIES:

  • The Human Resources Advisor will support the human resources departments of both MMHI and MET to strengthen government processes to improve efficiency and effectiveness while reducing costs. Working in partnership with key staff at each Ministry and in cooperation with the MERIT field team, the HR Advisor will:
  • Review current role descriptions with respect to relevance to the roles in the new structure and competencies required
  • Review current HR systems and processes
  • Develop competency model for current roles
  • Conduct analysis of competencies of current staff
  • Support the updating of job descriptions and alignment of positions with competencies
  • Develop process for the identification of training / professional development priorities for all staff
  • Support the development of an overall training plan aimed at improving staff performance in areas such as teamwork, presentation skills and leadership
  • Contribute to the development / strengthening of overall HR systems in both Ministries, ensuring a coordinated and complementary approach
  • Train, coach and mentor staff in HR systems and practices

QUALIFICATIONS:

  • Post-secondary degree in public administration, human resource management, business management, international relations, or other relevant field
  • Experience in human resource management and development of HR systems and processes
  • Knowledge of extractives sector an asset
  • Excellent oral and written communication skills in English
  • Strong cross-cultural skills and cultural sensitivity
  • Proven ability to motivate others and work as part of a team
  • Adaptability and flexibility in work approach

ELIGIBILITY REQUIREMENTS:

  • Applicants must be a Canadian citizen or permanent resident of Canada between the age of 18-70.
  • Departure date is contingent upon the timely completion of all administrative requirements (e.g. visa processes, medical clearance, police checks, travel documentation).
  • With the support of the program, all volunteers shall undertake to make a minimum financial contribution of $1,500 for participating in the program.
